The Galing Bata Bilingual Program at the Filipino Education Center provides quality guidance, care, and protection (gabay, lingap, batay) to students from kindergarden to the 8th grade during the afterschool hours through a culturally and linguistically sensitive and relevant program that promotes biliteracy in English and Filipino (Tagalog), and the development of a healthy bicultural identity by harmonizing Filipino and American identities of the children.

Mission
The Galing Bata Bilingual Program at the Filipino Education Center provides quality guidance, care, and protection (gabay, lingap, batay) to students from kindergarden to the 8th grade during the afterschool hours through a culturally and linguistically sensitive and relevant program that promotes biliteracy in English and Filipino (Tagalog), and the development of a healthy bicultural identity by harmonizing Filipino and American identities of the children.

The Galing Bata afterschool program is a program ran by community-based organizations (CBO’s) in the South of Market area (SOMA) of San Francisco. These CBO’s are Filipino organizations within the community whose purposes are to develop the social capital of the Filipino community for which they serve. In regards to the Galing Bata program, the purpose of the program was to develop healthy children (mostly) Filipino through the utilization of reinforcing Filipino culture as a goal for their afterschool teachers. As a result, many of the students were taught the Tagalog dialect of the Filipino language and in addition were given classes and workshops on Filipino culture, particularly in regards to the bayanihan (community/neighbor) attitude of assisting each other. All students are welcome to participate in the Galing Bata program, and may apply at either of the program locations.

Tagalog
Ang Galing Bata sa Filipino Education Center ay isang programang after-school na gumagamit at nagtuturo sa wikang Ingles at Pilipino. Ito ay sangay ng Filipino bilingual program ng Bessie Carmichael Elementary School~Filipino Education Center. Nagbibigay ng mataas na uri ng gabay, lingap, at batay ang FEC sa mga batang mag aaral ng Bessie Carmichael School- FEC mula K- 8 sa mga oras ng 3:00-6:00 ng hapon, mula Lunes hanggang Biyernes. Bukod sa pagsasanay ng kakayahan at Kaalaman sa wikang Ingles at Pilipino at kultura ng America. Layunin ng programa ang paghubog ng isang matibay at matatag na pagkakakilanlang Pilipino-Amerikano sa pamamagitan ng isang programang sensitibo at nagpapahalaga sa kultura at kaugalian ng mga Pilipino at kultura sa Amerika.

History
Both the regular Filipino bilingual school day program and Galing Bata were created as a response to large numbers of Filipin/Tagalog-speaking families migrating to San Francisco and the families’ need to develop english as a 2nd or even 3rd language AND maintain the native tongue spoken at home. Galing Bata is an acronym for Gabay (Quality Guidance), Lingap (Quality Care) and Bantay (Quality Protection). Galing Bata can loosely be translated into Quality Children.
We are 1 of 2 after school programs at Bessie Carmichael School / Filipino Education Center, the other being the YMCA/Orrick Year-round Enrichment Program which serves (k-5)

In the beginning, Galing Bata was funded only to serve 20 students during the school year, but enrollment always exceeded the program’s capacity primarily because there were so many students that needed to be served. It wasn’t until the 2005-2006 school year when the program received adequate funding for about 60 students, and even during that year FEC peaked at 78 students. But we have grown since then!

We also have a summer program that serves about 50 children during the whole month of July and 1st week of August. From the 2008-2009 Fiscal year, we have served 150 children/youth (50 from summer and at least 100 during the academic year since the last week of August)
